There's definitely a back-story to this one. It looks like a rip-off from Ventriloquist Jeff Dunham's Achmed the Dead Terrorist routine, where Achmed's son is introduced. I actually drew this years before I had ever heard that routine. However, there's a back-story as to how Dunham obtained the joke and it's way better than my back story.
